Oki Enters Chinese MPEG-4 Motion Picture Monitoring System Market - In Partner with CESEC for Product Sales and Delivery -
Tokyo, Japan, March 30, 2004 -- Oki Electric Industry Co., Ltd. (TSE: 6703) today announced that the company has signed a strategic partnership agreement with China Electronic Systems Engineering Corp. (CESEC) to enhance sales of motion picture monitoring solutions to the Chinese market. Under the agreement, CESEC will sell Oki's MPEG-4 (Moving Picture Experts Group phase 4) motion picture monitoring solutions in China, to meet market demand in this area -- expected to grow in parallel with the country's social infrastructure -- and to facilitate the expansion and improvement of China's information infrastructure. Oki, the first Japanese company to enter the MPEG-4 monitoring system market in China, targets to gain sales of 10 billion yen in this market in total within three years.

Oki has been aiming at entry into the growing motion picture monitoring system market in China, while CESEC has intended to enhance its product line-up in this area. Under the partnership, Oki provides its highly advanced MPEG-4 live motion picture delivery system, VisualCast®-SS, and CESEC offers its capabilities in system integration in the development of the social infrastructure in China. By combining both companies' strengths, the two will work to provide high-end network systems using motion picture technology to the Chinese governmental and public institutional markets.
In China, the demand for motion picture monitoring systems, in particular real-time remote delivery of motion pictures based on IP technology, is growing rapidly along with the improvement of social infrastructure in preparation for the Beijing Olympic Games in 2008 and the Shanghai World Expo in 2010. MPEG-4, the most advanced motion picture compression technology available, can transmit high-quality pictures with minimum delay in any bandwidth; this technology is therefore perfectly suited to the various market demands for remote monitoring. Oki's MPEG-4 technology excels in real-time delivery of motion pictures, and enables these images to be sent flexibly by varying resolution and data capacity according to bandwidth, which maximizes the efficiency of network use.
With this close tie-up, Oki and CESEC will deploy high-quality solutions for a range of applications, including disaster prevention, traffic monitoring, waterway monitoring, harbor facility monitoring, building security monitoring, and visual communications, all designed to meet the market's specific needs for advanced motion picture delivery solutions.
Background of the partnership:
Oki Electric introduced its MPEG-4 motion picture delivery system over an IP network, VisualCast, in a significant step toward the coming broadband network society. Last year Oki launched a successor version, VisualCast-SS, which provides higher quality motion pictures with minimum delay. This system was widely introduced in governmental sectors and public institutions in Japan. Meanwhile, in China growing demand was seen for motion picture delivery systems, along with a general shift from analog to digital solutions. Taking this transition as an opportunity, Oki decided to enter the Chinese market through this partnership with CESEC, which offers its strengths in governmental and public sectors in China, along with abundant experience in system construction.
MPEG is a series of standards dealing with the compression, decompression, processing, and coded representation of motion pictures, audio, and the combination of both. MPEG-4 offers improved coding functionality, enables high-quality pictures, minimizes transmission delays, and provides an error resilient coding function.
